Allow for selection of AR GWP values at highest level to apply to all emission factors

The Greenhouse Gas Protocol recommends that companies applies the most recent GWP values across a greenhouse gas inventory (that is, a given year) where possible, and to apply the latest GWP values to the base year as well. Therefore, it would be useful to be able to select which GWP values (e.g., AR4, 5, 6) you want to be applied to your inventory (by year or overall), and then have the factors automatically adjusted (for factors where CO2, CH4, and N20 are disaggregated -- likely not possible for factor sets that only provide CO2e).

    We have a Canadian client asking for something similar - control of which AR factors to use for a given year to match their historical data.  i.e. AR 4 for 2021-2024 and AR 5 for 2025 and forward.
