I tested this feature.
I confirmed that segregation of duties is working by comparing the user in the Created By field with the user who approves the record.
However, the approver can still update the record details. In that case, there is a concern that the approver may be able to approve changes made by themselves.
Thank you for raising this idea. Separation of duties can be enabled under the Approval settings section in Admin->Organization Preferences->Data Management Preferences. Enabling this setting means that no single user can perform more than one of the following actions for a single record:
Data capture
Review (optional)
Approval
