Allow Users to Manage Email Notifications for Issue Assignment Changes

When the assignee of an issue is changed, a notification email is automatically sent to the assignee.

In Envizi, this notification can currently be turned on or off only through Issue Settings. However, users generally expect to control email notifications through their own personal settings.

In our Envizi environment, more than 500 users use the system. Some users report ESG data regularly, while others use the system only a few times a year. For this reason, it would be better if each user could manage their own notification preferences.

Many other systems allow users to control notifications at the individual level. In Envizi, the lack of personal notification settings reduces user satisfaction.

We would appreciate an enhancement that allows each user to choose whether to receive email notifications for issue assignment changes.
