Allow users to view only a certain number of accounts for a location

It is possible now to restrict users to see a certain location.

I suggest it should be possible to restrict users to see a certain location and specific accounts within that location.

Reason: facilitate decentralization of data capture.

Ex: in one site we have several departments: energy, production, environment, etc. I would like to be able to have a user in each department to enter data manually for a specific account (or accounts) related to their work. Like this I can have the energy department enter data for electricity as general users without them being able to see or edit other types of data unrelated to energy. With the reasoning I can have the production department enter data for production and the environment enter data for environment.

This reduces the risk of oversharing sensitive data with many users, and also reduces the risk that people will change data they should not.
