[Envizi] Solve inconsistency between CSV files with BOM and CSV files without BOM for export

  1. If we go "Report" > "All report" > select one report > Action > run report > Download as CSV, We get CSV file encoded with UTF-8 + BOM.

  2. If we go "Accounts" > export button > CSV, we get CSV file encoded with UTF-8 without BOM.

First CSV file can be opened by Microsoft Excel without garbled characters. Microsoft excel opens the second CSV file with garbled characters.

This inconsistency is very confusing for users in Japanese customer who does not have much IT knowledge about CSV and Excel.

In my guess, these two export menus use different CSV modules or different configurations. My request is to use the same module and configuration at all of the CSV export menu in order to keep consistency.
