Allocate data from one account to another (gives us the ability to split utility usage for a data center campus and its separate data centers)

We have data center campuses that recieve one invoice for certain utility types (eg. one water bill for multiple data centers). We'd like to be able to house this data in a campus account, and then have the data records allocated into separate specific location accounts by %. For example, our water usage for our Stockholm Data Center Campus would be housed in one account and separately flow into other accounts like Stockholm 1, Stockholm 2, etc. We could enter the percentages for each separate data center for how the data should be allocated. Ideally we will need this functionality in Q2 of this year.
