Bulk Deletion of Programs

Envizi's current functionality lacks the ability to bulk delete programs, either through the user interface or via template. This limitation creates inefficiencies for users who need to remove multiple programs, as the current process takes approximately one minute to delete 10 programs. For users dealing with hundreds of programs, the only option is manual deletion through the UI, which is time-consuming for such a simple task, and can only be done by a System Administrator. 

To address this, I propose implementing a bulk delete feature in the UI, similar to the existing functionality for accounts and locations. Users could select multiple programs, right-click, and choose a "Delete Program(s)" option to remove them in bulk. Additionally, I suggest enhancing the template with the approach of adding a "Delete" value to the "Action" column, complementing the existing "Create" and "Update" options. These improvements would solve the problem of bulk program deletion across various user groups, as currently only System Administrators can delete programs in the UI. The template method would enable General Users to delete programs in bulk, mirroring their ability to add programs through templates rather than the UI.
