The compare to baseline option is not currently available for this dashboard and may not be able to be added prior to the UI modernization that is underway, however, we have recently added comparison to baseline values to the PowerReport Monthly Dataset.
Currently this is in place for all standard metrics (such as emissions, energy, cost) however is not currently added for ratios or data type groups.
I will be adding the baseline variance calculations to the Data Type Group and Ratio tables in that dataset in the next update to allow you to report on these via the PowerReports functionality.
