Add CA253 & CA261 SRM Frameworks in Envizi

Please add CA253 & CA261 SRM Frameworks in Envizi. We would like to be able to reference this framework and requirements for California regulations.

    Hi @Guest thank you for logging in this idea! We are very interested in this regulation, but we still need the California regulators to publish the regulatory requirements, as these haven't been finalized yet. However, we are closely monitoring and per the last update we had on May 26th it seems they they will publish these by July 2025 so we will be updating this ticket accordingly.
