Thanks for providing this additional context to the situation.
Currently, bulk configuration updates via template are only available through our paid services delivered by Expert Labs, which provide a customized and tailored approach to meet specific client needs. While we are considering exposing bulk configuration templates to clients in the future, this is not yet a firmly committed roadmap item.
As a work around, if you want to self service you can leverage the account data loading templates as I mentioned above using a dummy record for each account. Then from the main menu 'Manage', then 'Files processed - accounts and setup' you can right click the loaded file (which created the accounts and the dummy record) and select option 'Delete Loaded File - Records in Accounts', this deletes the dummy record, but will leave the accounts in tact. This will essentially create the accounts as you require, suitable for manual data entry.

I understand that you can do the bulk upload if you have records to add as well, but you don't always have the record data when you need the accounts added in. For example, if we acquire a company and will need site managers to enter waste data but we have not gotten any of the weights yet, we want the accounts available for the sites to add it in.

Thanks for your idea.
Bulk configuration of accounts is already supported if you provide the relevant account details with the records (invoice) data for upload via the account setup and data load template which is a self service tool already available to customers.
You can extract a copy of the existing locations/accounts/records and then by entering the new record data (for the new accounts), the accounts will be created as part of the upload automatically.
