Update publication period to current year once factor set is available, similar to treatment of DEFRA emission factors

Request to update publication periods to current year once factor set is available, similar to treatment of DEFRA emission factors.  For example, per the https://www.ibm.com/docs/en/envizi-esg-suite?topic=factors-defra-factor-set:

When a new set of factors is published, publication from the previous year terminates on 31st December. When an update is made to the factor set in July or August, all data that has been captured since the end January is updated to use the new factors.

The same treatment should be applied to when a new IEA factor set is published around September each year.  Currently, the cadence is to have the publication date effective starting January the next calendar year.  This means that a company's GHG inventory for a particular year is not using the most recently available data set but is always a year behind.  Alignment with GHG protocol is for the most recent data set to be applied.  Further external assurance/verification vendors are also requesting this.  Thus, request to have the factors set reset.

    Hi @Guest - we have the ability to shift the factor dates of any factor set forward or backwards by a specified number of months. So for IEA factors we could shift them back 12 months for you so that the factor periods can align to your preferred timing. If you would like this implemented please raise a support ticket and we will action it for you. Currently the UI for this feature is not client facing but we intend to move it to be client facing when we also deliver a new page allowing for more granular control of factor set configuration (expected to be completed by the end of Q4).

    This should be applied also to AIB market based emission factors!
