Standardize units across accounts so ratio of estimated, accrued, and actual is accurate

For water and natural gas, the different account styles use different units (ex. gallons and kilogallons; therms and cubic feet) so when looking at the Account Data Health Check PowerReport, the ratio of accrued vs. estimated vs. actual is inaccurate.

It makes it look like over 66% of our water data is estimated when in fact it is only 19% when you look at it by account style. Is there a way to have these reports normalize versus using native units?

Currently the data health check report does not include any normalized metrics, this is planned to be reviewed.
