The items table in the dataset is not linked to tags directly, it is linked through a primary fact table which contains all monthly account data.
As such, the items and tags tables cannot directly filter eachother.
The reason you would be seeing the "Consolidation" tag type against all accounts is due to the nature of the configuration of the platform, this tag is considered the default primary reporting tag, as such, every account is considered to be tagged with this even when no tags are applied in the configuration.
Can you confirm the intention of adding the tag field to the value section of the table, it's not common that a field with no values would be used in the values section of a matrix.
