Alerts for files that failed loading or parsing

Today its possible to set up data receipt notifications when a file fully or partially loads. But what clients often needs is and email alert for a specific role when an incoming file fails. This way integrations using the universal data connector or a custom connector can be monitored and administrator can be alerted if a file starts to fail either generally or just a single error. This is required to guarantee completeness of the dataset. The alternative today is that someone must be actively monitoring the list of loaded files for any failed files which is not very efficient.
