Enable L2 Users to Contribute to L1 (Org-Level) Disclosures While Maintaining Data Visibility Restrictions

Currently, in Envizi, users configured under a lower boundary (L2) cannot view or contribute to disclosures created under a higher boundary (Org-level Portfolio – L1).

This behaviour prevents central function users (CFs) from fulfilling their reporting responsibilities at the consolidated (Org-level) disclosure, as they cannot access it without also gaining visibility into other functions’ data, which is restricted.

During testing, access was granted to ADNOC Distribution under the Org-level Portfolio; however, the user was still unable to access or contribute to the disclosure, confirming that access does not “roll up” to higher boundaries.

This is not a bug but a system design limitation currently preventing consolidated reporting participation for CFs.

This idea will not be under consideration for now. The product team understands the need to "roll up" data from lower level groups to a consolidated report. We highlighted in past discussions with the consulting team last Q4 that this is already supported if there is no reporting boundary restriction applied. When CFs are set as general users for their L2 groups and they are assigned to a question in an unrestricted disclosure, they will only see questions assigned to them and will only be able to view the same data that they are allowed to view in the core platform - allowing all different CFs to contribute in rolling up data to a consolidated report. Notwithstanding a bug that was identified by the consulting team and is being rectified by the product team, this row-level security remains enforced. Consulting mentioned that the client is comfortable with this configuration. Please let us know if this has changed.
