Default language for user profiles

The default language on deployments for our customers are US English.  This results in date formats that always causes confusion with our customers in Australia, and their international counter parts in Europe for our multinational deployments.  We routinely change it but out of the box the wrong date format is an poor initial experience for users that can be easily avoided.

Being able to default the language at the organisation, group, or possibly even the server location may be worthy of consideration for initial values.

Points of consideration in addition to the above are:

- In the org settings the ability to use multiple languages exists but there is no way to set a default at this level.  Perhaps the provisioning form can request a default language or date format?

- Multinational deployments (Where multiple languages may be needed but no single organisation default would work), groups may be a way of creating regional defaults but this may not work in all instances.  

- As the US is the only country that used M-D-Y format, set the default on that to US and the rest of the world default to D-M-Y.  The addition of other languages beyond English.

- Where SSO is deployed or JIT provisioning, can the users default language be passed as an optional parameter in the SSO token/JIT provisioning which updates the user profile?
