Unless I'm doing something wrong, I'm not sure it does. I specifically want to view KPIs e.g. CO2e/£M for instance, by scope. The Performance by Scope dashboard does not seem to offer that functionality. Instead, you have to go to the 'Performance' dashboard and then pick individual measures (see attached snips). My suggestion is that you add a Scope filter to that filter pop up that currently only shows Groups, Measure, Regions, Locations

There is a dashboard designed with scope as the focus, which has the option to filter data by scope.
This report is the Performance by Scope report.
This is available under the Monitor menu for organization wide reporting, or the Track menu if you are navigating from a group or location.
