Enable Setup Program Actions and Setup Programs and Action Plans reports for 'Group' restricted Data Administrator users

Currently, Data Administrator users that are restricted by Group cannot run the Setup Program Actions and Setup Programs and Action Plans reports. As data custodians within the system, such users require access to Programs data and the ability to create Programs, Action Plans, and Actions in bulk to manage and report on their respective portfolios. 

 

Solution: 

Enable  Setup Program Actions and Setup Programs and Action Plans reports reports for Group restricted Data Administrator users. Similar to other system reports, output should be filtered to align with Group provisioning of the end user.
