Solution for Static User List on Reservation Policies

Background: Reservation Policies are a Tririga Reservation OOTB feature that is leveraged to restrict space based on user data within the Reserve Web application. When a new policy is added (i.e. to restrict a floor to a certain Business Unit or Department) spaces and people are added to the template.
Observed Limitations: When people are added the list it is static and does not account for new updates, like when a new user is added or removed from the business unit.
