Cannot Select 0% to Allocate Occupancy or Chargback. Need to be able to select 0% for one Org and 100% for another

In the Space Form, on the Allocations tab, in the Occupancy Allocations or Chargeback Allocations section, TRIRIGA won't accept that I intentionally want to override to 0%. There are times that I want to override to mark one of the allocation records as 0% Override, and enter Overrides totaling 100% on the other allocation records. We found a workaround of entering 0.00001% and then entering overrides totaling 99.99999% on the other records but that still isn't truly recording as 0 and 100 and is not intuitive at all for an end user.

    Fix for this: Change the default setting in the system to NOT display zeros for blank number fields, then the value can be zero and 100. Defaulting to zero in this field is what is causing the error.
