PERMITVALIDITY in PLUSGPERMITWORK table should be Decimal

Our client is a Transmission Line company and they are issuing Permits in minutes instead of Hours. e.g. 1 hour 15 mins. The PERMITVALIDITY field in PLUSGPERMITWORK table is of type Integer and thus does not allow entering minutes. Since the line availability is calculated based on the Permit validity time it becomes important to allow Decimal values in this field.
