Select owner of alert (drop down list) to only those users who has access to the site as per security group and user definition.

On Monitor version 9.0.8. 

It shows a long list of email-id that can be selected as owner of alert, this list of value includes all the users which has access to monitor.

 Request to restrict this value list to only those users who has access to the site as per security group and user definition. It is data privacy/security issue, can something be done to restrict it?
