Make the MTBF tile in Health configurable similar to MTBF formula function

Currently the MTBF tile makes the calculation for the whole life span of the asset evaluating unscheduled work order as failures.
This fixed calculation could be misleading when dealing with older assets where all historical workorders aren't available in the database.
This could be due to previous decisions during an upgrade or merging project not to keep older work orders.
A failure could also be identified in another way than having the work order unscheduled.

I propose to have the MTBF tile use the MTBF formula where we can control both the records to process using a relationship and the time period to evaluate using the duration parameter.
