It should be possible to fetch Monitor and IoT (pod) logs using API, like ToolsAPI in Manage

Based on our experience of working with Monitor, our team has really missed the possibility to fetch logs for Monitor and IoT application. These are quite handy when we face some major/minor issues, to check what's going on behind the scene. At present only option we have to debug, is to raise a case with IBM support and only SRE team can view logs (IBM Managed SaaS environment). Manage application provides ToolsAPI to stream and upload logs to S3, similar possibility should be built for Monitor and IoT tool.
