When the MAS User Registry Synchronization is saved and runs, the MAS Entitlement manually set (prior to the sync; i.e. Authorized Users) for users is overwritten by the default permission in User Registry Sync. Hence, there is a need to manually update the MAS Entitlement after the sync runs.
The default permission in the User Registry Sync is good when initially setting up the system but it may become an issue when you are trying to manually trigger the sync by re-running it. To prevent this from happening, a flag can be added to MAS users to check if their entitlement has been set manually and if yes, their entitlement update from the sync can be skipped. There could be other ways of preventing this issue from happening but that is the idea -- To not overwrite manually set user entitlements.
At the moment, IBM confirms that this is working as designed and the behavior I outlined can be considered for future release.
