Enable access control on MAS core Manage profile options.

As per IBM post: https://www.ibm.com/support/pages/having-ability-control-manage-profile-within-maximo-application-suite-application-0

this feature is not available where Manage profile option can be managed and controlled. We want to restirct access to this option so users using MAS Manage don't click accidently the MAS core manage profile and make changes to their language and locale.

    In 9.1 and onward, the MAS Profile dialog will be configurable via the MAF Application Configuration tooling, and you can make any configuration desired there, such as removing the time zone selector. The data in the two dialogs should now be properly synced. However, we will not provide a property to completely remove the user profile from the menu, as the MAS user profile will eventually completely replace the Manage profile option.
