Make Cognos Dashboard Authoring scalable via MAS AppPoints, not limited to 3 admins

Today, Maximo Application Suite (MAS) includes IBM Cognos Analytics but restricts the entitlement to only three administrative users who can create or edit dashboards and reports. This creates a bottleneck in organizations where multiple business units (maintenance, operations, reliability, supply chain, HSE) need to build their own dashboards.

As a result, customers often resort to external BI tools (Power BI, Tableau, etc.), which reduces MAS adoption and weakens the value proposition of having integrated analytics inside the suite.

The proposal is to align Cognos administrative/authoring rights to MAS AppPoints instead of a hard limit of three admins. This would allow customers to scale dashboard and report authoring flexibly, in line with their overall MAS AppPoints entitlement.

How it should work

  • Define Cognos authoring as a role type that consumes AppPoints (similar to MAS User roles).
  • Customers can allocate AppPoints to as many Cognos Authors as they need, depending on their scale.
  • View-only users remain free under the entitlement, while dashboard/report creators consume AppPoints.
  • Governance can be maintained by role-based controls and usage monitoring already built into MAS licensing.

Why it is useful / Who benefits

  • Customers: Empower more teams to create dashboards, reduce dependency on a central BI team, and accelerate insights.
  • IBM: Increases perceived value of MAS, improves customer satisfaction, and reduces churn to third-party BI tools.
  • Ecosystem: Aligns with MAS’s existing consumption-based model (AppPoints), simplifying license messaging and adoption.

There are no plans to change Maximo on-premise licensing related to this. SaaS licensing for Cognos is currently not available under MAS SaaS - IBM is investigating at options to how to facilitate reporting/dashboarding in SaaS
