Support leader-election when multiple replicas are enabled for MAS operator deployments

The Kubernetes scheduler provides high-availability for stateless singleton workloads OOTB, but there are scenarios where it is desirable to reserve capacity within the cluster and not need to rely on the scheduling of a replacement in the event a pod dies.

  • Maximo Application Suite operators should, by default, support a leader-election process.
  • Maximo Application Suite operator bundles may continue to default to a single replica, but should a customer wish to override this default by patching the ClusterServiceVersion the operator deployment must compatible with replicas > 1
