Spoke with Andrew Tess and clarified that the CSS customization tool is capable of making edits to Maximo Mobile apps. Those applications do use a separate set of CSS classifiers, so customization done to a desktop app is unlikely to work in a mobile one, and vice-versa.
There is also a gap around not being able to perform UI customization on the native mobile apps downloaded from the app store, which is in plan for 9.1. I am promoting this story to the epic that houses that effort and marking as "Planned for future release".

Need a refresher on this one. Today, using the MAF configuration tool, you can already set some colors using tokens (such as for icons, or background colors on boxes, etc). The available tokens are listed in the application's documentation, available from the ? icon in the top of the masthead. What exact areas of the UI are you looking to change the colors of? Or, are you looking to create your own custom tokens, and passing a custom #hex to a new token? If it's the latter, it's probably more of a customization you would make with the CSS editor, but I'd like to know more about what you are looking to do. Reach out to me at smithjor@us.ibm.com.
