Maximo Security Group should allow creation of Read-Only user with read-only restriction on all related applications

When configuring security groups in Graphical Scheduler for Large Projects, it is possible to create a "read-only user" but this user can still apply modification to the Graphical view.  The changes in the graphical view are not committed to the database but they impact the UI.

Changing something in the graphical side will force on the screen a save message.  While visual changes are seen in the project when logging with another user, those changes are not committed in the database. 

The user's security profile should be configurable on MAS/Manage level to apply an overal security restriction that has an effect on all user actions within Maximo - including the graphical view.
