Submit a Request in Maximo Real Estate & Facilities - with Two tasks workflow with priority need to finish one before start the following

Hi team,

We are facing a challenge which we believe it´s interesting for MREF.
We trying to create a "Dependency" task where two tasks will work in sequence:

1) User creates a "Facilities Workplaces Services" > Request Service
2) This request should create two tasks (yet set under Service Plan):
3) The Work Task Template - have been set to have a "Dependency" task, which the what supposed to be the 2nd task should start "Finish-to-Start" after the first one.
4) However, the request is been created and generates two tasks simultaneously
5) Allowing them any of the created tasks to be worked on without worklfow relation.

the expectation was that:
1) An initial Request is created:
2) One task only (or request) is created, after its approval:
3) Then it triggers the second task (or request):
However, they are both been created in parallel and can be worked also in parallel which is not what we expected.
