Allow non Template Certificates to be used on PMs

Our HSE Group has decided to use Certificates as a central reference to tie the PM's and work orders together at a higher level. This way many PM's can be tied to one Certificate. By doing this we removed the out of the box domain on PM's and work order's so any non template certificate could be selected. However, we did not realize that this would generate a duplicate certificate with no description every time a PM generates a work order.


Our request would be to allow a new type of Certificate that is not a template to be allowed on the PM that would not create a new Certificate during the PM generation process.


We will come up with a work around to get around this but more groups may find using the Certificates as a central reference point to tie everything together by allowing this feature. This is critical to the HSE team process to group all their permits together at a facility.
