Permit to Work - Enforce that PRE START actions must be completed before Issuing

Today, on the Hazard and Isolation tabs, there is the ability to a Review Action(s), each action may have a timing of PRE START, POST START, or DEFAULT. Specifically for the PRE START, it's possible to Issue the PTW without completing the Review Action, and equally each Review Action may be able to be marked complete, yet they themselves have Review Items that need completing. What needs to be enforce it that it's not possible to issue unless these are all marked as complete. The debate if this should be enforced at issue or approved. The timing of the review action is also not display, as without it the end user does not know when the review action needs to be completed. Lastly, the Standard Action Group is not displaye on the table's summary rown. this is usefuel

Please note that this similar behaviour should be extended to all other applications that have a Review Action such as work order tracking (HSE), Bypass Management, MOC....

What I asking is:

Enforce that all PRE START review actions be marked complete before the PTW can be Issued
Enforce that the Review Action cannot be completed unless all Review Items are completed
Display the TIMING for each Review Action
Display the Standard Action Group on each summary row
