Speed Up Initial OSLC/REST API Transactions

High Level

We have noticed that initial OSLC transactions are 5-15 seconds slower than subsequent similar ones. This can lead to timeouts and a worse user experience in tools that closely integrate with Maximo via OSLC/Rest API. Fixing or improving the performance of the first transaction for a user on a pod would greatly improve user experience for mobile apps.

Additional Info

While some of this can be explained by caching at the database level speeding up the later transactions, we have done a lot of testing with various object structures and have found that at least part of the slowness stems from the user logging into a pod for the first time. After that, the user is cached on that pod and other transactions to the same pod are faster as long as they remain cached, but if they are routed to another pod, the first transaction there will be slow again. So it seems that it has something to do with the user and security, like how it authenticates to Maximo. In talks with IBM, they have said they do believe there is room for improvement in this process but we need to go through the idea process.
