Attachments has to be restricted when Jobplan is Active ,Revised and In active has Job plan is generally locked.

In General scenario for Jobplan creation any changes are to done either in DRAFT and PNDREV status, and once jobplan is Active,The JOBPLAN gets  readonly,

So now user should not able to do any changes further, But user can add attachments and even they can delete there and other attachments ,So my view is even though we can achieve with configuration to restrict the attachments add/delete, But this is general use case from our client like how a PO is restricted after CLOSE.

So please see if this idea can be considered in upcoming releases.
