Support PATCH Method on HTTP Handler Endpoints

Today, the HTTP Handler for Maximo Integration Framework end points uses Java's HttpUrlConnection java class to make the connection to the target system. This class supports most methods (GET, POST, PUT, etc.) but does not support PATCH and throws an error when someone tries to use that method. Some systems support alternative approaches via a header but it's up to the receiving system to support using a POST and then looking at the header. Other systems do not support the header which makes customers need to write their own endpoint handler using Apache's httpclient since that supports PATCH.


This is a common scenario with the only difference being the HTTP method utilized so it would be good if we supported this in the product directly.
