Work Orders (RBA) - When a work order has an owner group, the selection of an owner should be filtered for the current owner group but with the ability to change to an owner belonging to a different owner group

On the Work Orders role-based application the changing of owner and owner group should align with the way it works in Work Order and Ticket based applications. If the current owner group is SECURITY, then when you look to select an Owner for the work order the Owner tab should be filtered by the members of SECURITY person group. If you remove the filter, you should be able to pick an owner from another owner group.
