Support for multiple Identity Providers - UI Support for adding mixed authentication types

Government organizations may choose different identity providers for their underlying agencies. We have an example where the Police department due the different security requirements chose a different identity provider than the rest of the organization. In 7.6 this could be handled by separate UI clusters where the back-end environment was accessible/manageable.

Key Customers impacted include Home Depot, Walmart, Kroger, Target, FedEx

As part of 9.0 release, IBM delivered partial component of this ask where users will be able to configure multiple IDPs of the same authentication type (SAML/LDAP). This will be achieved via the MAS admin APIs.

For 9.1 release, customers are requesting for mixed authentication types and UI support as a priority in MAS.
