Add Functionality to send reports with parameters from an escalation or add a condition field to report administration

Escalations should have a third tab next to Actions and Notifications to be able to send a report with its parameters. There a times where we want to monitor certain things where situations may or may not occur. Rather than having one communication template notification per record we want users to get a report. Currently we schedule that BIRT report and it runs regardless of if the situation occurred or not. When the situation doesn't occur, then you get an empty report with no records. 

If you had the option to check if the situation exists via an escalation, we could send the report with its related parameters only when the situation exits. Our example is that we send an email to certain users when a warranty situation is present. We don't have warranty situations every day but the daily report runs and is sent blank. If we utilized an escalation to determine if warranty situations are present during the timeframe and send the report it would cut down significantly on emails. 

The other option would be a section in report administration where you can have an 'escalation-like' condition section that checks if a situation occurred then send the report.
