Operational Dashboards (and Start Centers) should filter by user.defsite

As a multi-tenant maximo manager
I want to configure a single Operational Dashboard template and deploy it accross multiple sites
Such that i don't have to duplicate te design for my many sites and focus on a uniform-way-of-working (operational excellence)

✔️ Queries can already have a user.defsite subqurey which means each user opening the start center gets different results.
✔️ Work Queues are already user specific
❌  KPI's & KPI trends cannot be selected dependent on the logged in user. 

Use case - we would like to include key KPI's such as "my site backlog size", "my site PM completion", and others. Right now we use KPI templates for the query with a dynamic SITEID. We are lacking a way to show the right KPI (specific to the current user defsite) onthe dashboard.
