Option to define the status for duplicated assets and moved assets

Currently the asset status is retained when you duplicate an asset. When you move an asset to a different site, the new asset has the same status as the original record. When you duplicate a decommissioned asset the status of the new asset is decommissioned. In all three cases there is a strong argument to use the default status as set in Database Configuration, NOT READY or OPERATING. This could be achieved with a new System Property with a default for current behaviour (0) so that it does not change processing for existing clients, otherwise the value of the status to use NOT READY or use Database Configuration Default Value (1).
