keep case sensitivity between Core SAML ID and MAXUSER.LOGINID

Currently, creating a Core user with SAML ID containing some characters in upper case or camel case (this is how our emails are created) will be automatically converted into lower case in the MAXUSER.LOGINID when syncing the user to Manage. This is causing an issue as our Cognos instance is using the MAXUSER.LOGINID to authenticate the user to Cognos, and the authentication method is case sensitive, which means the user authentication fails. If you remove this lower case conversion, it means our users will be able to authenticate Cognos as LoginID will match what Cognos is expecting.
