Enable support for force reset password flag via password reset API for migrating non-SSO users from Maximo 7.6 to MAS without email addresses

At present non-SSO Maximo 7.6 users migrated to MAS cannot have their passwords migrated. This creates a requirement to reset the users passwords.

At volume (100k+) it is not feasible to do this manually.

The password change API enables passwords to be reset in bulk, but only enables the 'force password reset' flag to be enabled for users with email addresses.

In a scenario where user IDs are used and email addresses for external vendors are not known, a gap exists where the only options presently known are;

1. Use the password change API and do not use the force password reset option

2. Directly access the underlying Mongo database and reset users passwords there

This request is for the password change API to be enhanced to support the 'force password reset' flag to be enabled for users with no email address stored in MAS.
