Make Time Zone Processing Rules at the Organization and Site Levels Available in Base Maximo/Manage

Client Requirement:
Generate work orders from PMs with a specific target start time for a specific time zone

Issue:
Client has made user profile time zone settings but are still experiencing issues. Example, setting the target start time of a PM, translates to an incorrect target start time on the work order

Issue Investigation Results:
Client servers are deployed in the UTC time zone, client site is in the Central time zone

Target Start Time (PM.TARGSTARTTIME) and Estimated Next Due Date (PM.NEXTDATE) are set in the application server's time zone, unless a time zone rule has been configured.
When you specify a process and a process rule for an object, the time zone rule is applied to identify the local date and time. A process rule determines the action to apply to the object when identifying the correct time zone. The process rule determines which time zone from the main object or a related record is used to identify the local date and time.
For example, for a process that generates work orders from a preventive maintenance record, different time zones can be associated with related asset and location records to calculate the target start date of a work order. You can specify a time zone rule that uses the time zone that is associated with the asset, if one is specified and, otherwise, uses the time zone that is associated with the location. If no time zone is associated with an asset or location, the server time zone is applied.
You can also associate a time zone with a record or with a selection of records by using the Associate Time Zone action in the Organizations, Locations, Assets, and Preventive Maintenance applications. Note: Applying a time zone rule to a PM should only be done when there is no time zone associated with the PM’s organization or site to avoid any potential conflicts
In short, the client may configure a time zone rule to set WOs created by PMs in a particular time zone, based upon the time zone of an asset, location, site, or organization. However, the time zone rule functionality will never use the time zone of a particular user profile.
Work order target start is not controlled by the time zone, one has to use the time zone rules application. When the time zone rules application was created, there were no processing rules created for the organization or site level
