Maximo creates only one WO for one measurement. However if you enter a new measurement that also exceeds action limit, a new WO will be created. There is a system property that can partially prevent this: 

mxe.app.measurepoint.considerWOsGeneratedBySameVal

Description: Don't generate a new WO if there's  already an open WO generated for the same meter reading value.

 

However, once you close the open WO, and then generate WOs without any changes to the measurements, a new WO is created again. This is because there is no system to flag the already existing measurements in anyway, so once the WO is closed, it will find the latest measurement exceeding the action limit. To prevent this, user will need to update a new measurement (below action limit) before completing the WO.
