Ability to prioritize bin allocation before asset numbers in Inventory Usage Auto-Split

In the Inventory Usage application there is the option to Auto-Split on moving rotating assets.  For rotating assets, this feature is pulling assets by asset number and not bin location even though the bin location is input in the transaction.  Since our assets move in and out of the inventory and contained in multiple bins, the auto-split is pulling assets based on the numerical asset number versus the bin.  This prevents us from being able to select all assets in a single bin and move them to a new bin.  

Idea: In the Inventory Usage, have the selection of assets be prioritized by the bin location regardless of the asset number.  If the quantity to move is greater than the bin location balance, then have it go to the next available bin balance.
