Enable CORS for the ToolsAPI so we can administrate the API with a simple app.

We have a new Tools API in Manage for running the Integrity Checker, Start and Stop of Manage etc.
https://www.ibm.com/support/pages/how-use-tools-api-maximo-manage

The API does not support CORS which means we cannot do a Single Page App in a browser for this administration.

Manage supports CORS with the following System Properties,

mxe.oslc.aclallowheaders

mxe.oslc.aclallowmethods

mxe.oslc.aclalloworigin

mxe.oslc.aclexposeheaders

mxe.oslc.aclfolloworigin

So for Manage we can build a simple application with Javascript running in a browser.

Unfortunately, the ToolsAPI does not support these parameters and we cannot write a simple application that runs in a browser.

If a browser makes a REST call to the ToolsAPI, the ToolsAPI will not include the needed headers which means it will fail with a CORS error.

It would be nice to have CORS support through the System Properties above to make simple REST calls from a browser.
