Workflow assignments to person groups should stay sync'd with the groups' membership

When a workflow task node makes an assignment to a person group, the assignment needs to stay synchronized with the membership of the person group for as long as the workflow assignment remains active.

However, that is not what happens, today. Today, when workflow makes an assignment to a person group, each individual in the group at the time of the assignment gets an assignment. But if the membership of the person group changes before the assignment is completed, new members do not get an assignment, and departing members retain their assignment. Rephrased: over time, active workflow assignments to person groups can become unsynchronized with the membership of the person group, resulting in invalid assignments and missing assignments -- some people's inboxes are cluttered with assignments they cannot or should not action anymore, and some people can't complete assignments for their team just because they are newer to the team than the assignment.
