Consistent Enforcement of SAVE Access Requirement

In the Asset application, a user cannot change the asset status without save access. However, they can move/modify the asset including the ability to change the status and many other fields without save access. This inconsistent behavior leads to potential licensing issues because the app won't calculate as a module unless the user has SAVE access. This also leads to undesirable behavior where an administrator might remove save access for a security group without realizing they can still modify records.

Similarly, an independent security group that was intended to only have READ access in one site can move/modify assets in the read only site. These actions should enforce the same requirements as the underlying record. Meaning if you cannot save the record, you should not be allowed to make other changes.
