Jordan Smith, your link to the Global Header of the IBM Design Pattern using the Carbon Design System talks about Header Links. To provide the requesters and voters an option to fully satisfy the original request, IBM should provide a Technote on how to configure the UI Shell Header, where adding a Log Out link could be used as an example.

Our team has reviewed this enhancement request and determined that it is a candidate for inclusion in the product; we agree that the warning for log-out can be removed. We are considering making this a global change (remove the warning completely, for all users and instances) as it seems unlikely a user would accidentally click it. As for the position of the log-out button, having it in the header itself may result in accidental log-outs. We will not create a suite-wide property to alter this as it does not align with the IBM design pattern, although we may support a configuration for Manage in the future through a separate idea. The only reliable method to ensure that users do not consume app points unnecessarily is to decrease the session timeout limit setting.

The option to show the logout confirmation could be a signature option associated with the start center "app", giving granular control.
Another point would be to make the logout button obvious.. like a red box with an X in it or a yellow button with "log out" on it, instead of some faded door with an arrow that blends with the background. True, the image can be overridden by customers, but it would be nice if it was more eye catching OOTB.
Implementing this will help reduce unnecessary App Point consumption and help customers avoid spending too much on their systems
